I don't imagine many GIS people will not have heard of OpenLayers. I recently wrote about another tool that allowed some amount of mapping but this is simply in another league and I'd encourage you to seriously look at this if you do want to create a web based mapping solution. Scroll down to read more about what I was doing here.

Due to some issues with my hosting company I cannot show you the original application developed in around 2013. That site was purely designed for the desktop and used ASP.Net to serve data to the front end. The intention was to create a relatively simple demo of how easy it is to use clustering to quickly give an overview of the sites that a maintenance person was responsible for.
The functionality is quite limited right now. You can see that as you zoom in some of the circles go green. This simply indicates that a single site has been reached and you can hover your mouse over the point to see which one. As you zoom out so the sites are clustered and you see the count in the circle which will be blue.
Clicking on a cluster (blue) will zoom the map to the extents of that cluster. That might reveal more clusters, individual sites, or a mixture of both.
The table under the chart shows the list of sites and you can do various things with this table including sorting it by the various columns and searching it. You can set the number of items on a page and you can step through page by page. If you click on an item then the map will center on that site.
